I keep getting the "this area cannot be accessed by vehicle" error, even though my zois are not in their vehicles and they cannot do anything.

  This error comes up in all households that i played. So far I tried to repair the game, remove mods, and uninstall/reinstall the game. Nothing worked. I also updated my Nvidia driver too.

Did you try to perform an emergency exit on those zois individually? Maybe the game hasn’t realized that they’re not on any vehicles anymore. Also did you try to sell all vehicles of those specific households, to test if that changes anything?

I did! I restarted the game yesterday. I think the issue might be the cars freezing randomly when driving because thats when the error appears. Only zois with a car had this issue, but other zois seem fine. And this was a new save as well. I think I might have to avoid cars for a bit, because I’ve seen people have issues where the cars freeze randomly on the roads.
