About the payment: The payment for programs, books and the like works a bit differently than normal “selling”.
You get royalties instead which means you’ll get a fixed amount of money after a certain period of time(I think it was weekly). You don’t get the money instantly, but periodically through royalties. If you don’t receive any royalties in a span of a week, then there might be a bug at hand. Maybe you can check if you get some payment after a couple of days? If not, then there is probably an actual bug causing the issue.
As for the amount of money received, moodlets actually influence the end product quite a bit. If your Zoi is in a bad mood, it lowers the quality of the item you create. That goes pretty much for everything you craft. So even if you have a relatively high level, the quality can still be mediocre. For programming, I think “Focused” was the best moodlet. Also, if you are per example Level 5 in programming and try making a Level 5 program, the result can still be lower since it is a “more difficult” item to create and you only have the “minimum level” required for it. Chances are also a bit better if you per example craft a Level 5 product and you are Level 8. I think there is nonetheless a bit of a random factor that influences the result, but you can influence it in a positive way with a higher level and positive moodlets.
I am not entirely sure, but I think moodlets and likes/dislikes and character traits influence how fast you level certain skill. An energetic Zoi per example learns fitness faster and a genius Zoi has a slightly easier time learning skills in general.

@SirCube_0002 exactly like @Minthyuyu said we are now getting royalties for the finished work at the computer like approximately after 4 days and then weekly.
As for the fact that you were able to reach Level 8 in 4 days while still doing other stuff - I am not surprised as it does not really take too long to level it. You can check here in my Programming Guide for the exact time needed to level up. For Programming it is normally around 3 hours per level and if your Zoi has the genius trait it is even less.
I used the chance to also update my Guides for Programming, Critical Thinking, Media Production and Instrument to reflect these changes.
I’ve already received money from his releases several times. Even this milestone suddenly popped up, along with 3,000 extra Cash. So it definitely works for me. Most of the time, he’s been programming apps, and they all generate a profit.
