I’ve noticed many of the Cahaya Sets are missing for male frames while two of them are there.
Noxee is moving to Cahaya soon and she’s sad she doesn’t have proper outfits for the beach 
It’s also just the sets, the other categories match, as far as I’ve seen.
(EDIT: Except for the swim and underwear, these are missing too).
It should be an easy fix to unlock all of them by copying the settings from the two that are already there to the missing ones.
Maybe its intentional? I don’t necessarily think all outfits should be unlocked for both frames because it doesn’t always sit right on the opposite frame unless its tweaked a bit which they have just decided to not do
Yeah, based on the type of outfits they are, I’m pretty sure this is intentional and not a bug. Female frames don’t have male frame swimsuits available either.
There are also other outfits that don’t crossover, or some that have two completely different versions depending on the frame.
I don’t think these outfits would be as simple as just unlocking it. They’ll probably need separate meshes because of how the outfits sit.
