Silly question, but sometimes you need to do the other 2 practices before getting the actual surf option.
Maybe the game “forgot” you already did them after an update or something. Might be worth trying.
But yeah if still happens after that, then should be fixed indeed.
Oh I didn’t know that since we’ve never been in Bliss Bay. They definitely hadn’t had to do this before they surfed in Cahaya, but you’re right, they might have ‘fixed’ it so we have now, I’ll try that and report back, thank you!
@LennyOgg could it maybe be the skill level for fitness? I think with level 1 & 2 it is not possible, only starting from level 3 the surfing option appears if I remember correctly.
Anyhow I just tested it as I was at the beach anyway with a Zoi who has level 3 fitness and the surfing option shows up but only at the marked surfboards:
For the others the option is missing, I think it was the same in Bliss Bay that it is only available for the surfboards which are nearest to water:
And it worked for me normally and I also did not had to do the 2 practice options before I was able to go surfing:
Ok I tried with Jack again (one of the guys that were able to surf at Cahaya before).
He has fitness and swimming at Level 10, did both of the possible interactions, but still wasn’t able to surf at Cahaya anymore -.-

And yes, these are the two special surfboards near the water (those who can’t be duplicated)
I just tried and it’s working for me on those two surfboards (the ones placed horizontally near the water on the village side). V0.4.5, old save, no mods, Zoi is level 10 in both fitness and swimming. I did have to move him near to the boards before the option would appear, but I can see you’ve done that in the screenshots. I guess you could try uploading your save for the devs to review.
@LennyOgg this is completely crazy…. and it took me a moment to understand.
I was really playing in a new save file but still had an old one from September. So I just tried it out and loaded it up. There I had a Zoi with Level 4 in Fitness and one with Level 1 Fitness. Both were at home, so quite far away from the beach. I just moved over to the beach with my mouse leaving them at home and as expected I was able to select surfing for her (Level 4) but not for him (Level 1).
Then I ordered her to go to the beach and perform the action. She did it but only once and then she was also not able to select the “surf” option anymore. So I thought it is broken for the old saves. But I just spent some more time in this save and found out that next morning it was available again, first not but then it was.
So I started to investigate and spent an entire day with her at the beach. What happens is: before 9am you are unable to select the “surf” option:
But after 9 am it is there:
And also the surfing works without any issue:
Then in the evening it ist the same. Until 6pm you can select it but as soon as it turns 7pm it is gone until next morning 9am. This explains also why in the first evening were I loaded the save it worked one time and then not anymore. As I tried it it was still 6:39pm, so she was able to do it once:
As soon as it is past 7pm the option is gone:
I think it is worth checking on your end as in your screenshots it is also before 9am or after 7pm where the option is missing.
Oh my, I would have never thought of that it’s related to the time of day!
It’s currently 8:10 AM so we’ll wait until 9 o’clock and try again

LOL, maybe the beach is closed at certain times of day… it would make more sense if there were a lifeguard there during ‘surfing times’.
Really crazy… First I could not believe it myself that they have built in kind of a surfing ban for certain hours.
But this explains why for some it never seemed to be a problem like for me as well before. Just because coincidentally you just did not try to surf at certain hours.
Actually I would not had started investigating if my old save would have been from middle of the day. The strange thing for me was that it was 6:39pm and it worked and then all of a sudden I was not able to select it again just shortly after 
I’m a bit confused now ^^’ Is the surf ban for all - new and old saves alike - or just for old saves?

The surf ban is for all saves. I have switched back to my current new save and it is exactly the same like in the old save.
What I meant is that it is funny that you by coincidence both times tried it too early in the morning or too late in the evening. And for me when I tried in the new save it was 6:17pm and all worked fine, in the old save also by coincidence 6:39pm. And if I would not had tried a second time were it was already past 7pm I would not had started to investigate and would have thought that all is working normally.
