Assuming you spot other zois misbehaving, probably like the hobo you have on your screen.
Maybe an app called 9-1-1 where you get a few choice of report. Or maybe click the NPC itself and select “report for misbehavior”.
Payback time for the times they do the same to us for kicking a trash can, lol
