Outfits for each situation are not saved as a single set, so applying one preset does not apply outfits to all categories. Hence, this is working as intended.
Zoi Presets only save an outfit that you have last clicked on, not all situational outfits. Because of this, if a Winter outfit is applied while the Everyday category is selected, the Winter outfit is applied to the Everyday outfit. Here is the instruction on how to apply a preset correctly.
How to apply a preset correctly:

Start a New Game

Go to Outfit

Click the outfit category you want to change (Swimsuit, Summer, Winter, etc.)
- Click Zoi Presets
- Select the preset you want to apply
- The preset will be applied to the category you selected before going the the ‘Zoi Presets’ section.
