Steps to Reproduce: 1. Accepted a freelance delivery task 2. Arrived at the marked delivery location. 3. Target Zoi was not present anywhere at the location. 4. Waited for several in-game hours and searched the surrounding area. 5. Could not complete task because the NPC never spawned/showed up. This has happened multiple times during gameplay.

Details:
This happened during a freelance delivery task. The target NPC did not appear at the marked location, making the task impossible to complete and having to pay the fee of incompletion. I searched the area and waited, one time I even followed an NPC that had the task icon over their head and was unable to interact with NPC with the pop-up words that they are busy. I followed them all around the city until they despawned completely from game and I failed the delivery. I have restarted my game, left the area and went back, went into build mode and waited the entire timeframe of task. None if these spawned the NPC. I also had an issue with NPCs I need to deliver to are stuck behind a locked door, but I am able to use the unlockDoor true to get to them to complete the task, but I’m sure it should not be to where I have to use a cheat to get to them, which is why I brought it up. These issues occur across multiple save sessions. This may be related to NPC spawning or pathfinding.
