Steps to Reproduce: My Zois are married and live in the same household. I also adopted a child but the first objective “Form a Family” remains at 0/1 and never completes. I also tried Medical Child Try, but the objective still does not complete. At the moment there seems to be no way to finish this ambition for same-sex couples.

I have not tried it yet myself, but was planning on it. I’m not sure, how exactly adoption works in that sense, but maybe the spouse of your Zoi does not count as parent? Is it possible to check a family tree on that?
I know that my single Zoi can adopt a child, so I am wondering, if the adopted child was only registered to the parent you just actively adopted it with.
I also didn’t try adoption with a hetero couple to see if that ambition would be fulfilled then.
Either way, it looks like a massive bug.
(Note: I had a save state with a mother Zoi and two kids and it also didn’t count as forming a family. Not sure if these issues are related, but she has already a formed family. She just didn’t have a partner. To me, it already counts as a formed family, but the ambition still didn’t fulfil, which I found weird, because they ARE a family. Makes me question the conditions. It seems like the classic family picture is required “Mother, father, child”.)
They are considered parents. Even if it wasn’t accepted it would still be considered a mistake.
That makes me question the conditions for this ambition even more. Is it then even implemented in our cases? We can give them the benefit of the doubt and say it’s a bug, I suppose. Either way, it is very weird
At this point, I think a lot of these “unique” family forming conditions are straight up not implemented. Which is a shame.

Unfortunately the family ambition cannot be fulfilled. You can try this in your own save file if you want.
I’ll check on it in my game. Adopt a kid with a same-sex couple and then try it with a hetero couple. I’ll keep you updated

Yea I saw your video and I honestly have no idea. I specifically took also the “Child” age and not the toddler or anything. It instantly fulfilled that ambition. So against all odds, it really seems to be a bug 
How old is the save file the bug occured in @Mazikeen? I remember that adopting a child didn’t mark both parents correctly a few major updates back. Maybe that’s why it didn’t work for you? 
Not old but brand new.
Maybe they just don’t really feel like it’s a one family
