I want to make a suggestion but there is no way to do it. How do i open a topic?
Click on the wishlist and chose new topic. There might be a bug where you can’t see the New Topic button, if so, let us know 
Maybe there is also a restriction for new users to avoid bots and spam.
I think I remember you have to read/wait for a certain amount of time before you can open a topic/post.

Why can’t I post yet?
To unlock posting, you’ll need to fully read at least two posts in the Notice category.
Please make sure to spend a few minutes on each!
If you’ve received a level-up notification via a system message but still don’t see the “Create Topic” button, please refresh the forum page.
