When Zois leave a pool, they autonomously change from swimwear to another outfit, even if the pool is indoors.
I’ve built this Onsen and it’s so frustrating and immersion breaking

On topic: this is the same in my game. They always change right after getting out of the pool or after sunbathing except it is at the beach. And I agree that this should be changed as you would realistically not do that while hanging around at the pool in the summer.
Regarding your Onsen: it is really beautiful @LennyOgg as most of your builds which I have seen here on the forum
