I’ve had a visitor at my coffee shop wearing a Christmas hat twice now. It could’ve been the same NPC, but his shirt is a different colour than the last sighting of the hat. I love the winter holiday items for my zois but I don’t want an NPC to wear them!
I downloaded the Lunar New Year pack with horse-head masks for Halloween and also costume parties and the unicorn for children is perfect for “playing dress-up” games. A childish adult might add the horse head to their party outfit for some casual party and then everyone is worried they’ll wear it to a formal event. 
I would enjoy that.
But I would not enjoy a horse-head mask worn by a customer in my coffee shop, or an NPC anywhere.
I don’t think I can uninstall any of the items, and I don’t want to take that step. Please add something to those costume items or to the random outfit generator that forbids the items that are not added to the game through content updates but are downloaded from Patel on Canvas instead.

Thanks for members of the community who brought up the winter festival and possible in-game calendar events. I want to clarify that I definitely want to see NPCs using festive outfits during the related special events/festivals such as the Halloween and Winter Festival events we’ve had so far. I only find it immersion-breaking when NPCs wear these items outside of the expected season/festival/event, and that’s what I wish to prevent.

I agree. I wouldn’t mind it if they coordinated the festive outfits and accessories with events in the calendar system. But if they can’t do this, they need to stop NPCs wearing them altogether.

I want to bump to say this is important. As @RestlessSloth said, make the outfits available to NPCs only during certain town events, like if the NPC is going to the plaza to listen to the Christmas Carol. Otherwise we end up with bizarre situations that break immersion.

Thanks for mentioning the calendar system.
I hope it’ll be implemented, and perhaps the winter festival relates to my gameplay experience.
I remember the winter festival had people dressed in festive outfits and singing carols. I’m not sure if this customer is a local resident or a randomly generated customer.
If he’s a local, it’s possible the hat got added to all his outfits and wasn’t removed when the festival ended. 
Now that we have Style Presets that include custom Uniforms for working at a business, the winter festival workers and singers could all wear a festive work uniform that wouldn’t alter their other outfits when they leave the festival area at night.
Aside from special events, I definitely hope they’ll prevent NPCs from wearing any costume items at all.

I do not agree with the title of this post. And hence this wish.
I personally like to see NPCs wear holiday special outfits.
Why should NPCs not wear santa hats? Imagine just the playable zoi wearing a festival outfit and the rest of the 100+ zois in the town don’t. How can that be a festival? Why can the NPCs not be festive? Why can the NPCs not wear masks and have fun with their families and friends?
If this wish is granted by the developers, later on players will not want any festival decorations on buildings and properties other than on those that they themselves have created. Wanting items in the game “only for my Zoi and not NPCs” sounds selfish and will take the fun out of festivals and festivities.
I think it is perfectly alright to have the NPCs wear all the outfits in the game that are available by default to play. Moving about the city, you may find an outfit on an NPC that you haven’t tried yet (including a festival outfit).
The festival outfits could be restricted to that particular festival. However, I don’t mind an NPC wearing an off-season or off-festival outfit. This slight oddity brings fun to the game. Don’t you see people irl wear such outfits? It’s fun.

As discussed in the thread, the festival events are a separate thing. I will edit my original post to reflect that during special events, festivals, calendar events in the game that content is of course desired. (Such as the children who wore Halloween costumes to the candy event and singers at the winter festival.)
It is only wearing the items outside the expected season/event that is immersion-breaking for me, and the reason for my wish.
You’re welcome to disagree, of course, but I wanted to clarify and thank you for bringing it to my attention that I should also update my original post.
