If a toddler can’t choose a cake, does that mean he has no choice but to grow up on his own?

There should be an option when an older Zoi interacts with this toddler that ages them up right away. I’m not in the game atm, so I can’t tell you what’s the title 
I just checked in game:
If you want a toddler to age up, you first have to bake a birthday cake, then click on the toddler and choose the interaction “raising a toddler” (the title might differ due to translation)
