Families in waiting appearing in the city.

We have the ability to create up to 200 waiting families, or move currently unnecessary family members to this section. Unfortunately, none of these NPCs ever appeared in the city. I was hoping to create NPCs this way that my active family could befriend without having to evict the current residents. These waiting ones don’t have to age and could be moved to the city at any time, but I would really appreciate the ability to meet them on the street.
