If I recall correctly, you have to use an interaction on your Zoi to leave jail once their jail time is over. It should show when clicking your Zoi sometime after the time is up. If that doesn’t work, just use the “Emergency Rescue” button in Psycat’s Guide. Your Zoi will respawn outside the jail.
And the police officers don’t feed your character. There should be a slot on the wall somewhere that the Zoi has to click during certain times of the day to get food. But remember that water also fills up a Zois hunger, so you can have them drink water to fill them up.

As Lazy Taco mentions, there’s a slot you click on to get the meal for your Zoi. The problem is that the slot is not visible when the walls are rendered down. Click the button to show all walls full height and you’ll see the food slot if your Zoi turns to their left.
If all else fails and your Zoi has enough Purr coins, you can have them eat a hunger-filling doughnut.
