It once was for a certain amount of meaningful/helpful responds and for showing up regularly.
After the rules got updated, it’s not quite clear anymore how much you have to post, and for how many days, to get selected.

Since ducks get selected quarterly (according to the rules), the end of this selection period should be end of December.
You could check the users list and take a look how much the users with the duck avatar posted and for how many days they showed up.
There are also groups where you can check all members’ activity
It’s a bit unhelpful that these rules are mostly posted as an image, so users who can’t speak english can’t fully read/translate them.
