Hello! As much as it sounds like a hassle, your point number 2 might be due to a very bad hairdresser in town. In my save state in Bliss Bay, there used to work an awful hairdresser. I went there as a customer once and he messed up my hairstyle and then, as a male Zoi, I also had the pig tails. People would also walk around like that, as you described. So this is probably intended? At least from my understanding. I also wouldn’t know how to exactly stop it. The owners of this hair salon keep switching constantly.
Regarding 1., the schedules in general seem to be pretty bugged for some reason. My Zoi also sometimes just wouldn’t go anywhere. In the Game Options/Simulations, there is a setting for turning off auto scheduling (I per example had a schedule full with random park visits). Work schedules will stay but it apparently prevents the random schedule events. Not sure if it will help though, to be honest. It does need fixing.
It feels like the more hotfixes we get, the more random stuff breaks
