Steps to Reproduce: look at the NPC employees in winter

At Bliss Bay there is an NPC who always walks around in costume, summer and winter. I encounter her in parks, in restaurants, always in a bikini.

I noticed that too. My colleague gets dressed in her work outfit at home and walks to work, freezes but endures it, travels by metro. Probably it warms her up there and then walks again to the office doors. Completely ignoring the personal transport she has available.
I would make it so that if a family has transport, all family members would use it to the maximum or help each other get to school or work by planning a route. Or introduce a robot in the car and treat it as a full-fledged family member by refueling it, washing it, and doing whatever else you do with cars

Hmm can you take them to caz… I guess that won’t work beings we can’t edit job outfits.

Ouf, even if we could, taking all the outdoor employees to CAZ would take me days.
So an option for NPC employees who work outdoors to change automatically into their winter outfits when the temperature is below, uh maybe 15° Celsius/60° Fahrenheit would be more convenient

Last night I was thinking that this is my first winter in Bliss Bay, since December 21st because I use cheats to change the season and set its duration, but the temperature has never dropped below 15 degrees. I see that you instead have -3.
I don’t know if it depends on the use of cheats or the fact that my save is very old (even though it’s updated).
This is the Zoi I was telling you about 
She’s always in a bikini, even in the evening. It was 15 degrees.

She’s quite unique though! I’d love to see some more distinguishable NPCs around to get the feeling of a neighborhood. So when we’re out and about and see them, we’d think: ‘Ah look, it’s the bikini girl again, I wonder what’s up with her?’ Or the guy from the Cahaya trailer, I’d really love to meet him We adopted quite a few Premades from the Sims 4 that are still with us in inZOI.
For the seasons: I also set to winter with the cheat and then over the city menu to snow. When there’s snow it’s colder, when the weather changes back to no snow after one or two ingame hours, it’s much warmer too.

No, no mod.
We can change the weather in the city settings by pressing ‘M’ or with a cheat

I just returned to our Dowon save where it is winter and the vendors also freeze.
I also thought maybe because it’s always warm in Bliss Bay, that was the problem with them not changing into their winter clothes because maybe they didn’t add them.
But in Dowon it’s supposed to be cold in winter so they should let the vendors wear warm clothes
