Steps to Reproduce: Enable/Disable Mods

Details:
When mods are enabled (ANY MOD at all), the “Adjust Environment” slider becomes inoperative, rendering it impossible to properly design/set up your city for the playthrough. The slider functions again once mods are disabled. Which mod is used is completely irrelevant. I tried multiple savegames. This one is just freshly set up to demonstrate the bug.

Thank you for reporting this 
I put your save file in my game, downloaded a mod (a small tattoo one) from curseforge and tried to reproduce the bug similar to the steps shown in your video. Unfortunately, all my sliders worked well with AND without mods:
→ Opened your save game without any mods and set the environment to “bad”
→ After installing a mod, I opened the save file again and was still able to switch between all environment settings with visible changes
Then I tried it with one of my own save files:
→ I changed the world setting to “quite low” without any mods
→ Afterwards I installed said mod again and was still able to visibly change everything
I noticed in your video, that the following warning appeared after you tried to continue your save with mods installed:
Since this didn’t happen in my test, this may be an issue with “outdated” / not updated mods?
Did you already verify your files via Steam? This might fix small errors like this. If you haven’t done it before, here’s a short guide on how to do it: How to verify your game viles via steam
Has this issue happened in one of your sessions before or was this the first time?
