In Cahaya at the police station when you have to go to court there is no way to get upstairs for court to activate. Everyone stands in the front of the court lawyers, prosecutors, etc and don’t do anything since they can’t access the upstairs court room. Then you get fined for not showing up at court even though your zoi is at the building just not in the court room.
People on the r/inZOI subreddit are experiencing the same issue but haven’t reported it here yet. Apparently, the problem seems to be that the stairs leading to the Cahaya Courtroom upstairs are missing. They’re supposed to be on the left side of the building, I guess. This results in all the Zois scheduled for court ending up gathered in front of the Cahaya Courthouse building, causing them to miss their trials.
So, if the devs simply add the missing courthouse stairs, this should be an easy fix? It’s been nearly a month since this thread was created, so I’m surprised such an easy fix hasn’t been noticed or put in place.

My pregnant zoi kicked the vending machine. I couldn’t undo this action, which is terrible!
She paid a fine to avoid going to jail for such a minor offense. She paid for an expensive lawyer to avoid being convicted!
And now she’s been fined for not attending a court hearing that couldn’t take place! All the participants-the judge, the jury, and everyone else-stood on Cahaya Street and did nothing.
This bug is really ruining the game! Please fix it as soon as possible.
in Dewon, there is a problem with the trial not able to commence past the first statement. The prosecutor is missing. I restarted the game, same issue.

Reported this a month ago, how is this still not fixed… Anyway the lot can be edited after using the cheat editAllSite [true/false], just add stairs and it works again. 
I haven’t experienced these bugs myself but if this is true, they need to be fixed urgently. This is the kind of thing that should be flagged as a priority, especially since the fix is so simple. At this point a better system for reporting, categorising and prioritising bugs is long overdue.

Steps to Reproduce:I’m not sure what this option means. My zoi tried to appeal to the court, but all the NPCs, including my zoi, are stuck outside the building. I tried using emergency rescue on all of them, but nothing changed. After the trial, my zoi paid the fees, but now he can’t do anything because the event still shows as ongoing.

Basically, the stairs leading to the Cahaya Courthouse are missing on the side of the building, which is why no one can attend the trials.

I did the same, but added elevator instead 
use the cheat to edit all site, then add an elevator in the building.
