Skill Progression Matching Lifespan

With the news lifespan changes made, sometimes skills are learned way too fast in relation to their age. For longer lifespans, slower skill progression would be nice. Slower progression in most things, like relationship building too would be more realistic. A toggle would be nice! So its optional.
