Same here, I’m on 96 mins and I’ve only had to clean every couple of days. (This was with a new game save though, so I’ll have to try with an older one.)
Yes, and by now this is happening with all my houses unfortunately. Really hope they will fix it.

Steps to Reproduce: Just continue playing and start to see my house gets dirty very very fast while I already set the city sanitation to maximum.

Please share the date, error message, or screenshots/videos for issue verification. I don’t have screenshots or video, just my house gets dirty very very fast like 5-6 hours in game while setting cleanliness to max level. I don’t want 1 of my zoi became full-time house cleaner XD.

Not entirely sure. Sometimes when a lot of dirt accumulates there were like really dirty ugly looking spots outside but not sure if I ever spotted cigarette stubs…
Checked at my current homes but they are not yet that dirty - will have an eye on it.

I am playing an old save (well, not that old but from before the update), and my zoi’s cleaning skill is still at level 1, barely started increasing it as her house only seems to get dirty every few days. So working as intended on that save it seems.
Not tried any of the other, older saves, nor tried with a new save post-update as I don’t have one, so no idea what could cause this for some and not for others. I haven’t touched the city settings either - they are at default levels.
This is the grime I think we are used to seeing, but I have had the cigarette butts appear outside the apartment too (not inside). Pretty sure I have seen some overlays that looked like a small explosion before the update too though.
This is the Day-1 bug and it still happened again XD. Before my latest save, I play on patch 0.6-0.7 after that I’m drop (City sanitation and cleanliness already fix at that time). Don’t know what cause all of this again.
The hallway in the apartment is getting dirty for me as well like shown in the picture. I couldn’t find a way to clean it either, so now the area around the elevator is a mess and the apartment is sparkling since my Zoi is cleaning 2x a day 
Since I don’t know how to get rid of the dusty rooftop problem I’m gonna report this as a bug, this house was just newly build and it’s already looking like this. Looks like sandstorm occurred.. but I don’t think that’s the case.. worth investigating this bug since it’s been in the game for a very long time. :))

@Deniice it looks to me like this is tied to this bug The house is gutting dirty too quickly
Is it also both for you: the roof looks like this and you have to clean the house much more frequently compared to how it was before the update?

@Minthyuyu now I captured such a dirt as well. I would say it looks very similar to yours. So this seems to happen also inside.
Here’s what I noticed: while you’re playing, everything stays clean, but as soon as you restart the game, everything gets dusty again. For example, I vacuumed the house, saved, and quit the game. After some time I start the game again — and I see dust everywhere, and I have to vacuum again.
And yes, I’d like to sort out the roof issue. I’m tired of constantly replacing it with new ones.
The worst part is that my Zoi won’t even clean after I turn on the smart Zoi mode
