Allow for truly homeless zois who do not start on a purchased home lot and are only playable through the family select view (perhaps under a “lotless zoi’s” tab).
These zois will truly need to work from the bottom up and get onto the property ladder.
This is an interesting idea for sure, and I believe rag to riches players would love it.
I would like if this type of situation could be influenced by the overall Karma system/status of the city, but I don’t know how difficult it could be to implement, as my knowledge in coding is 0!
It would be a rather innovative idea. Starting from the very bottom, having to sleep in public places like parks or beaches and searching through trash for food to survive, while looking for a job or doing small tasks to gradually move forward. At some point, people might argue that this romanticizes poverty… While that’s a valid point, it could also teach the lesson that with hard work, it’s possible to build a decent life
Gotta say - first time I came across this post - it made me sad. Admittedly, I am a softy but that is unrelated, lol. 
@itsmechiie7 mentioned the karma system and I feel that could be a way to tie this in in a “full circle” way. 
“Social worker/psychologist/counselors” career paths would be the opposite side of the same coin…they would be the ZOIs to help them make it. The unhoused ZOI could have a special option to choose one of those career paths with a bonus if they “graduate the program.” Maybe have bonus interactions with “their patients/clients” as a reward, too - just like real life.
Ties in the importance of mental health and/or social services - rehabilitative programs and “half-way houses” to help get back on their feet…give a “wrap around” experience to help the ZOI - not just “get a job, save up” because there are often underlying reason(s) why someone is unhoused.
I love this spin of the idea. It makes for a more realistic and educational approach for homelessness inside the game. I swear you are the sweetest.
