I have the same problem. You place the food cart, and it’s permanently closed

Food carts and food trucks placed via Build Mode in public areas are purely decorative at this time. They do not become interactive, and no Zoi (bots) can work there automatically.

Functional stands (where you can buy food) are those already present in the default map, and they open at specific times (e.g., around 9 a.m.).
