Funny, neither of those things has happened at all in my games. Anyway, the way to fix it is to turn up the ’Fire Safety’ and ‘Appliance Durability’ settings in City Management.

Ah, I didn’t know such settings exist. Somehow the Zois in my save seems to be completely stupid, even though those settings are at default when I checked after you’ve shared that information. Well, now that I cranked it up they’re not that stupid anymore. Just ignore my wishlist then, thanks for the answer.
