This night we’ve been fishing for the whale shark again (no luck) and I’ve noticed the failing rate is still very high (we’ve been fishing with bait for 5 times).
6 of my Zois went out with boats and when I was switching between them, I’ve noticed them still fall and fail very often, even though they all have fishing skill 10.
And as you can see in the pics below, Vlad and Leander even failed in the same minute
In the November Known Issues List this was moved under ‘resolved’, but I don’t notice much difference from how it was before.

The same thing happens to me. Fishing hasn’t changed. And it really irritates me that I can’t fast-forward time on the boat. That’s why I rarely use it.

Really. I can understand there is no fast-forward for driving the boat, but for fishing it should be possible.

It’s not just boat fishing, also happens much too often when fishing at the pier (with bait 5 times).
Following is in a new save, no mods, day length 48 minutes, fishing skill 10, jewel fishing rod.

The same in my game. Mostly the Zois catch only one, max 2 fish per fishing round (5 times with bait) and sometimes even nothing.
An interesting observation I just made: I was fishing with my child Zoi to max out the curiosity trait. She had a golden fishing rod and had never done it before. She went fishing for 3x 5 times with bait and came back with 10 fish and even new fish the parents were never able to catch. Seems that the failing rate for children is much lower. I will check again with my next child Zoi to see if this is reliable.

That reminds me that one of my Zois caught the ghost shark in his first attempt with fishing skill 0
Maybe the issue only occurs while fishing with bait for 5 times (or/and) whith skill level 10)? So weird.
