I guess you could click on every single stuck zoi and do the emergency exit but that’s quite tedious.
I sent my save file anyone who wants to can take a look. 
I checked it out and had a good laugh. They look hilarious all stuck and stacked on the stairs xD
I can confirm that all of them can be saved, if one wants to, by the emergency exit from the PsyCat guide:
It’s crazy that they are still stuck there even after reloading the save ö.Ö

I have a similar issue. However, they’re all stuck in a non-accessible building. Can’t seem to rescue any of them
