Yes. Disabling Ray Tracing should not be automatic at low and medium settings. This should be done by the players themselves. However, the logic of the developers is clear: if you use medium and low settings, it means you have a weak graphics card and Ray Tracing will definitely not work properly, so it turns off automatically. But here the developers have done a good job of optimization, so you can try to enable Ray Tracing on an RTX2080 video card and the like.

I’m not sure if this is a Bug. Of course, you have the right to be displeased with this not the best optimization of the game. But the answer is obvious - it is incorrect to compare games released with a difference of 15 years on completely different game engines.
In games by Unreal Engine 5, reflections in the mirror are either enabled on “High” and “Ultra” presets, along with Ray Tracing. Or they don’t exist at all.
I will add my observations to your topic.
I tried to change the graphics presets, turned on “Medium”, “High” and “Ultra”. (GPU RTX 5060 8 GB). Even on the Ultra Preset, the reflections are far from what can be called “realistic”, “normal”. (I use a High Preset)
Do I like it? Unlikely. Is this a Bug? I don’t think so. This is bad optimization of Unreal 5, which requires super-productive graphics cards, and which produces a picture far from realism. Plus, I’ll remind you, you’re playing the game in Early Access.

What impedes you from playing with a “High” graphics preset? There are reflections on the High preset. I guess that you are not using a “High” graphics preset due to the small size of video memory on your graphics card, is it right? Do you seriously guess that your graphics card with a 4 GB video memory size will be able to show realistic reflections in a game running on Unreal Engine 5 and render more than 20 FPS?
I have the exact same issue with reflections set to medium. I could probably turn them up, but I don’t care about them being super-detailed, just not this weird blurry mess.
I’m seeing up to 58fps in the game, of course not instantaneously, the game is quite fluid compared to previous versions. My only complaint was the reflections, the mirror problem, I couldn’t see my character, it has nothing to do with performance.
This is something that they’ve done, as the reflections were better before, and my computer was running just fine. Do you remember the video they put out a few months ago comparing the old to the new graphics for the different settings? Back then, I could play on ultra, but even medium looked really good. This isn’t the case anymore. Things don’t look good at all.
