Hi, I had this problem for a long time. I switched to Ultra in the settings even though I’m on the latest updates — my graphics card was supposed to be maxed out on High, and in Ultra I did get the reflections! Then I upgraded my computer and I’m on Ultra without any issues, so the reflections are definitely there. It seems that this issue, which has already been discussed in the forum a few months ago, is present most of the time on computers that don’t have the ability to run on Ultra.
What I mean is that it’s normal for it to show up on ultra settings; even on mid-range, low-system devices like ours, there should be at least some kind of visual display without having to use ultra settings.

Having some cheaper reflection fallback on lower settings would of course be nice.
But I’m not sure I would classify this as a bug in your particular case. KRAFTON specifically changed the graphics behavior in the v0.7.5 hotfix and disabled Lumen Reflections when Hardware Ray Tracing is set to Low or Medium to improve GPU performance.
There is also the hardware side to consider: inZOI’s official minimum NVIDIA GPU is an RTX 2060 with 6 GB VRAM, while your RTX 3050 Laptop GPU has 4 GB VRAM, so it is actually below the game’s minimum VRAM specification.
So I think there are two slightly different things here:
“It would be nice to have a less demanding reflection method on lower settings” → I can understand that as feedback/wishlist.
“The reflection is missing on Medium, therefore it is a graphical bug” → I’m less sure about that, because KRAFTON explicitly disabled Lumen reflections on those settings for performance reasons, and the GPU is also below minimum VRAM.
Maybe there could eventually be a cheaper reflection alternative for lower-end hardware, but I don’t think we can expect the same reflection implementation as Ultra in this case.

I think that is where we mean slightly different things 
VRAM is part of the graphics card specification, so if the official minimum is an RTX 2060 with 6 GB VRAM and your RTX 3050 Laptop has 4 GB, then the GPU setup as a whole technically does not meet the minimum requirement.
I completely understand wanting a cheaper/simple reflection fallback on lower settings, though. I just think that would be more of a graphics improvement/wishlist request than proof of a bug, especially if the higher-quality reflection method is intentionally disabled on lower settings.
It might sound silly, but playing this game is my dream.It might sound silly, but playing this game was my dream. I was always waiting for it to come out, I bought it the day it was released, and I started with 8GB of RAM, then I upgraded it to 16GB.
Of course, I haven’t considered the system requirements; I hope they find a solution to the VRAM issue. I just liked the game and wanted to play it, maybe that sounds silly.
I don’t regret buying it at all; on the contrary, I’m having a lot of fun. The game is enjoyable, I just shared this problem, and the Inzoi team has made significant progress in optimization.

Unfortunately, I think without turning reflections (and maybe some other settings, not sure though) to ultra, you might not be able to see any reflections at all. Before v0.10.0, I think it was possible to see some blurry reflections on high at least, but I don’t know if that’s still the case.
Did you already try to change some settings, and if so, which ones? 
When I switch the screen space to lumen and set it to ultra, some settings work fine, but it becomes pitch black at night. It’s very nice during the day. I don’t understand why, maybe it’s due to low VRAM.
I’ve actually put together a rather lengthy guide on inZOI performance enhancement. Even though I need to double check it for the recent update, I encourage you to take a look at it. Below the “text dump”, I highlighted the most relevant options.
