Yes, this seems to be an issue related to the new high school gameplay. My teens keep walking around outdoors with bare feet too - this did not happen when I had autonomy turned off, though. It only happens when they change clothing automatically - ie: out of school wear at the end of the day.
With autonomy off (my default way to play) the issue was that zois never changed clothing for work or certain classes - not sure which is worse tbh.
Just like to bump this to say that after the September update this is still happening. Most zois turn up to school with bare feet, and only have shoes on once they put their uniforms on. This also affects the teachers, not just the students (and my zoi too obviously).
I had thought that it might have something to do with having shoes set to off on my home lot, but no, I will stick with autonomy as I said above.
