However, even after disabling all MODs, this issue was not resolved.

I have the same “Female Hair 01 by The Kunstwollen” as you do, and of course I disabled that as well.

I’m not sure whether this is still the case, but some people on the forum told me a while ago that mods may need to be physically removed from the mod folder rather than only deactivated in-game.

You can copy or move the mod folder to a separate location first, so you do not have to delete anything permanently, and then test the game without the files. As I said, I’m not certain whether this is still necessary, but in a completely vanilla game, all the decay effects appear to work correctly, including the ones @LeeLoo mentioned in the linked thread.

To find the mod folder outside the game, press Windows + R and enter:

%USERPROFILE%\Documents\inZOI\Mods\88849

If your Documents folder is managed through OneDrive, it may instead be located here:

%USERPROFILE%\OneDrive\Documents\inZOI\Mods\88849

This second location contains CurseForge’s local library and management information, including files such as library.json:

%localappdata%\inZOI\User_data\88849

Removing the actual mod files without clearing this data may cause the game or mod browser to continue showing the mods as installed. I would only remove or temporarily move this folder as an additional troubleshooting step if moving the main mod folder does not solve the issue.

There is also a different location for mods, which is mostly used for Mods you installed outside of CurseForge (Per example Nexus Mods). Do you only use CurseForge Mods?

Yes. Even after deleting library.json, the issue was not resolved.

I apologize for the omission regarding library.json. Here is what it looked like when deleted.

Also, I am only using mods from CurseForge.

Thank you for confirming, and no need to apologize! Since you removed both the mod files and library.json, it seems that the mods themselves are no longer actively loaded.

Have you also tested the decay setting in a completely new game/save while the mod folders remain removed? That could help determine whether the problem is stored in the existing save or whether it also affects a fully new vanilla game.

You could also try verifying the game files through Steam. If the issue still occurs in a new save afterward, then it may indeed be a separate base-game bug rather than the mods.
