I think with a better Pickaxe you are able to find more valuable/rarer objects and
the mining spot determines which gems/stones can be found.
So it’s a combination of both.

After studying the Family Collection Log, I found that Jewel Pickaxe should only be used on Mixed Mining Spot and Golden Mining Spot.
But then there are another 2 factors beside what spot and what tool for a specific gem, and that is Feeling Concentrated Mood and specific City.
Now i know what to do!

I don’t use gem pickaxe on regular mining spots. I use gem for silver, gold and mixed because those hold the rarer gems
Well, from what I find out, it’s not worth using gem pickaxe for silver mine too.
The best thing a silver mine would give is diamond, and that only needs a gold pickaxe.
the pickaxe unfortunately break often so you need a lot of diamond to make new ones. Same with the watering can. I don’t know if its just my game but those break a lot too
I can confirm that pickaxe can break after some number of using, but i haven’t try farming yet, so no idea for water can. As for fishing rod, I fish quite a lot and and still never break one.
