Perhaps it’s to do with the world changes introduced in the October update? There was an option to update the entire city at once after loading into a game, but you could also choose not to do this, so maybe this allows you to update individual sites.

It was part of the hotfix from 11th November. But unfortunately it does not exactly state what it does. But I also would think it has to do with updating single lots instead of the entire world as @Liessahl suggested. But I haven`t used it myself.
