I have actually only seen this looping in circle and doing nothing-thing when the Zoi cannot reach the current object because somebody else is using it or sometimes it is also enough if somebody else is aiming to use it even though not yet using it. Then it loops in circles until the object is finally free and can be used or it takes too long and the Zoi dismisses the action.
Most of the cases I had this when ordering food in the café or the restaurant lots where unfortunately sometimes the game decides to give priority to some NPC Zoi who is still on the street and about to arrive instead of prioritizing the active Zoi on the lot. And sometimes it is like 3 NPC Zois before it is your turn. Also the same with the Snack or Drink vending machines on some public lots.
At home I only had this when an other family member was about to cook or take something out of the fridge at the same time.
It looks like a home lot in your video. Are there other Zois around who might be blocking your Zoi from using the fridge? Or is anything else maybe blocking the fridge from being accessible?
Nope, there’s literally no one aiming to interact with the fridge or sink, let alone anything blocking it. It’s really weird, and this is the first save breaking bug I’ve experienced.
Strange bug, indeed… If reloading or emergency escape also does not help then probably will need to wait for a hopefully soon fix. Never had this, only in the mentioned cases so far and there it was kind of explainable.
I Have this issue as well but mostly with a laptop on the kitchen table for some reason 
Happens to me every now and then. Far less often in 0.4.5 though.
