I thought that Highest was the maximum the simulation could support already?

Either that or they need to increase the spawn of new zois.

Maybe it would be better to ask to tweak the population slider specifically then.
Maybe indeed have an “Ultimate” setting for that one that triggers a warning about possible performance hit on weaker system.
Because for the other bars, there wouldn’t be the need for a higher level
Not even vehicles as when set to highest, the town is usually gridlocked, heh.

Did you have this problem also before the December update? Because many complain that the cities are emptier now again compared to before and changing the slider didn’t fix it for me. I always play with the lowest population settings, because NPCs are so annoying, and after the update I set on highest and it didn’t change anything.

No I didn’t, only since the December update. I asked for this because I want more zois to come to my business.
