Even though the city’s maximum population is set to very low, there are too many zois flocking to public facilities.
This is a photo showing the number of NPCs that randomly appear in public facilities or businesses, excluding people living in a city.
The NPC I’m talking about is not a person busking or selling hot dogs in the park, but a zoi that is randomly generated and appears in public facilities or businesses.
In my opinion, the maximum population control function only controls the number of people walking around on the streets and does not control people appearing in public facilities.
The problem is that when many zoi’s interactions are intertwined, bugs arise and the zoi’s stay still without any interaction.
I will post this bug in a bug report later.
Please allow NPCs in public facilities to be controlled by setting the maximum city population.
or there is a way to make NPCs appear rarely unless they are zoi currently moving into the city or waiting family members.
NPCs can be adjusted according to the population of waiting families, or population restrictions (limiting the number of people allowed to enter or allowing only families who are moving in or waiting to enter) at public facilities can be used to prevent NPC crowding.

How about changing in Options > Simulation > Maximum Idle Families ( I forget the exact wording). Does it make a difference?

This is so weird, I experienced just the opposite and posted a bug report about it here.
While the Nightclub at the Elegance Hotel was crowded on New Year’s Eve
It was totally empty (not one single guest, just the staff) a few days ago
The other Zois there are from the active household

But I also experienced an inappropriate, angry crowd at the Temple at Cahaya, yelling and argueing, even though I had the population on minimum -.-

On the contrary, there are times when it becomes difficult because there is no one around.
The appearance of NPCs seems to be set differently depending on the region.
So it seems each site needs a population limiting feature.
For example, it would be nice to have the ability to set the number of people (10 to 15 people).
It would be nice to have a function to delete or fill in NPCs if there are more or fewer people than the set number.

That would be really needed.
Not every location should be set up with the same NPC crowd.
Imo it’s totally inappropriate for NPCs to ruin the visit of a Temple or a graveyard.
And I’d also like to set the overall mood to friendly/peaceful, or if NPCs are able to approach my active Zois.
My favourite option would be to stop NPCs from approaching (and insulting and interrupting) my Zois and that they are not starting fights with any other Zois.

As you said, zoi and NPCs with activated autonomous behavior seem to be more aggressive than necessary in many cases.
It would also be nice to have a feature to prevent my zoi from being disturbed.

Would be fun to have a setting for “No Filler”
That is only families assigned in a lot in the map can be physically present.
Except maybe stores and stalls personnel for obvious reasons.
That would be awesome, if a bit deserted at times, but that’s why the population bar is there.
Maybe setting it to zero (all the way left) sets it up that way thought !
