NPC Chat logic feels "dead" compared to previous builds

• **Steps to Reproduce:**Since the update, NPCs stopped sending messages autonomously. In previous builds, they proactively texted my Zoi and their own families

Hopefully, the team can restore the autonomy of NPCs to send messages to each other as soon as possible, making the system more active. It’s too quiet right now.

I’ve been playing for two weeks and no NPC has contacted me yet. I’m very upset and hope the team can address this issue.
