Just noticed this as I was wondering why my Zoi is not raising his housework skill over quite some time event though he is always cleaning at home and in his shop.
Basically the skill does not increase when performing cleaning activities. Doing laundry on the other side still does raise the housework skill. I attached my current save but also tested with a completely new game and it is the same. Zoi without any skills did gain 0 skill progress for housework after 2 times cleaning 5x with the vacuum cleaner.
I don’t think this is intended as cleaning was the main activity for slowly raising the housework skill over time. There is also no skill gain circle over Zois head when performing the activity. I think this must be a new bug after the birthday update.

Please upvote mine as well as this seems not to be taken care off. The issue is not even under investigation or on the known issues list and the bug is already more than a month old.
I was really expecting this to be fixed with the April patch but now not even sure the devs have looked into it as otherwise this should be an easy one to fix. It was working before the March patch without any issues.
When I click on the zoi and use the “Clean > Vacuum Cleaner 5 Times” (actually, it says Premium, even though she’s at work and doesn’t have one there. I saw she just used the regular one), it works.
I don’t know when the “Clean” action was added to the personal menu but I didn’t notice it until the April update.
On the personal menu, “Clean” also includes “Clean Surroundings” and that interaction does not increase the housework skill. I understand that this action adds putting away books and throwing away things that were left out to the vacuuming or sweeping outside, but the skill should definitely rise.
Clicking on the broom and using the Clean 3 times interaction does increase the housework skill. Clicking on the mops also does increase the skill when your zoi cleans.
The problem seems exclusive to the vacuum cleaner, but you can at least build the housework skill with the vacuum cleaner using that personal menu option. It’s the only way with the vacuum cleaner at the moment because of this bug.
I just wanted to share my findings of other ways the housework skill still increases so it’s easier for the devs to fix, and for other players to be able to build that skill while we wait for this much-needed bug fix!

I had not noticed that this self action has been added. It seems though - at least in my game you can only use the premium vacuum cleaner with this action, not the other cleaning tools. Also interesting: I deleted the premium vacuum cleaner in my house to see if then other cleaning tools would show up under the self action. But no, even if the Zoi does not own the premium vacuum cleaner they can still use it with this option - which is a little strange.
Now I did the test with all available tools. The 2 circled in red do not increase the housework skill at all. The premium one with the green arrow in screenshot is the only one which can be used with the self action and now increases the housework skill with the self action but also the normal way when clicking directly on the tool itself. It seems that they have done some changes / fixes in the last days because the cleaning tool with the blue arrow in the screenshot now does increase the housework skill and it was not increasing it just 2-3 days ago - I know for sure as I was playing in a household which only had this cleaning tool.
This is strange, because I have a new game I just started (as I always do with every major update - which is no doubt why none of my zois ever make much progress, but I digress). In that save I have a bit of housework experience, roughly the same as in Starwing’s first image, and this is entirely from cleaning with the regular vacuum cleaner, which EllaEstella has said does not increase cleaning.
I used the vac indirectly though, by simply clicking “clean” on a dirty area of the floor a few times, so maybe it just works under those circumstances?
@SmallArchangel very interesting… this bug is very strange indeed. Will test that out tomorrow and see if this is the same in my game. Did you have the normal vacuum cleaner placed on your property or was the Zoi using it even though they did not own it?
I just had one of my zois (from a save file started when inZOI launched) level up the cleaning skill accidentally when he was at work at the AZ Mart in Dowon. The work tasks include cleaning the floor, which is usually performed with the blue mop (blue arrow in ella’s screenshot).
From what I recall, his skill must’ve been about level 6 before playing again with version 0.8.2. At home he only used the broom and normal vacuum cleaner up to this point. He is a clean freak though, not sure if that changes anything
@SmallArchangel so then it seems that you are simply and luckily not affected by this bug. Interesting though why this is different in different games.
I tested both:
my current save which is a couple of months old already. Purchased the normal vacuum cleaner on the property and used the clean here interaction on the floor. No Housework skill increase at all. Same like when you click the cleaning tool and order the Zoi to clean 5 times with it:
then I opened a random new save to test it here as well. But also in this new save there is no skill increase for both - not when clicking on the ground with “clean here” nor when using the tool directly with “clean 5 times” with the normal vacuum cleaner:
@HeinziDerHeld did you check if you see the Housework skill increasing over the Zois head when using the normal vacuum cleaner?
The blue mop has been fixed. It was not raising the skill after the patch but now it is again. Same for the broom. This works as well. But the normal vacuum cleaner is still broken - at least in some games as it seems. Not the case for @SmallArchangel which is interesting.
As your Zoi had all 3 tools in usage - the blue mop at work and broom and vacuum cleaner at home - it could still be that they only raised the skill from the 2 working cleaning tools but not from the vacuum cleaner?
Yes, it’s very possible that only some of the cleaning tools worked. I think I’ve seen the cleaning skill icon above his head once or twice, but unfortunately I can’t remember where and when anymore. I’ll have a longer play session now and will report back, if I notice any additional, useful info today
I am not getting this bug… this is really strange…
Just a couple of days ago the blue mop was increasing Housework in my game after it was broken for weeks before. Also the green broom was raising the skill. Now both are broken again and do not raise the skill anymore.
Then I tested the other tool and also the same: now again none of these is increasing the Houswork skill.
Now I went back to the household where I previously tested when I was posting which tools do and don’t increase the skill - and here now as well, none of the tools is increasing the skill. The premium vacuum cleaner is not clickable here and when you click your Zoi they can only clean surroundings and the clean 5 times option with the premium vacuum cleaner does not even show up. They use the premium vacuum cleaner with the “clean here” option though but also without skill gain:
