Just noticed this as I was wondering why my Zoi is not raising his housework skill over quite some time event though he is always cleaning at home and in his shop. -
Basically the skill does not increase when performing cleaning activities. Doing laundry on the other side still does raise the housework skill. I attached my current save but also tested with a completely new game and it is the same. Zoi without any skills did gain 0 skill progress for housework after 2 times cleaning 5x with the vacuum cleaner.

I don’t think this is intended as cleaning was the main activity for slowly raising the housework skill over time. There is also no skill gain circle over Zois head when performing the activity. I think this must be a new bug after the birthday update.
